Historic Leadership Milestones: Delegate Joseline Peña-Melnyk and the Appointment of Elizabeth López as a Baltimore City District Court Judge: Making Maryland History


In a landmark moment for Maryland and the Latino community, Delegate Joseline Peña-Melnyk has been unanimously elected as the 109th Speaker of the Maryland House of Delegates, making history as the first Latina, first Afro-Latina, and first immigrant to lead the chamber. Born in the Dominican Republic and a long-time representative of Prince George’s and Anne Arundel counties, Speaker Peña-Melnyk brings nearly two decades of legislative experience and a deep commitment to inclusive governance.


In other notable news for Maryland’s legal community, MHBA Executive Board Member Elizabeth López was appointed as an Associate Judge of the District Court of Maryland for Baltimore City by Governor Wes Moore. The appointment, announced on December 5, 2025, places Ms. López among a distinguished group of jurists serving Baltimore City. Ms. López’s elevation to the bench represents another important milestone: she is recognized as the third Latina judge on the Baltimore City bench, further reflecting the Baltimore City community.

These achievements celebrate the growing influence and contributions of Latino leaders in Maryland’s civic and legal arenas. Both Speaker Peña-Melnyk and Ms. López exemplify a commitment to public service and community representation that continues to shape the state’s future.
