On February 6, 2026, the Maryland Hispanic Bar Association proudly attended the investiture of the Hon. Victor R. Del Pino as the 100th Judge of the Montgomery County Circuit Court—an occasion marking both personal achievement and historic progress for our community.
Judge Del Pino’s appointment represents powerful milestones:
The first Circuit Court judge in Montgomery County born to two immigrant parents
Only the third Latino to serve on the Montgomery County Circuit Court bench
The Court’s 100th judge
In a county where more than 20% of residents identify as Latino or Hispanic, his elevation signals meaningful progress toward a judiciary that more fully reflects the rich diversity of the community it serves.
Previously serving with distinction on the District Court, Judge Del Pino brings a record defined by public service, legal excellence, and an unwavering commitment to fairness and access to justice. His journey underscores the vital role representation plays in fostering trust and confidence in our courts.
As MHBA Board Member and Deputy Legal Counsel to Governor Wes Moore, Natalia Medina Ahn, reflected during the ceremony:“In Montgomery County, Judge Marielsa Bernard shattered the glass ceiling as the first Hispanic judge. When her vacancy created a representation gap, Judge Carlos Acosta filled that seat—bringing Latino representation on the Circuit Court bench to just 1%, while the Latino population in the county is approximately 22%. Judge Del Pino’s appointment helps close that gap.”
She added, “Judge Del Pino embodies the American story—a child of immigrants afforded the opportunity to succeed, who chose to use that success in service to his community.”
